Become AELTS Member

Step 1 of the process consists of creating an account and getting an account ID. The ID will become your unique identifier to track all your transactions for the AELTS process. Accounts are reserved for test owners wishing to submit a test of aviation English for assessment by ICAO.

Pre-assessment

Step 2 consists of completing a pre-assessment questionnaire designed to help confirm that tests conform with the ICAO requirements before paying the fee and formally submitting a test to ICAO for assessment. The questionnaire is based on ICAO Doc 9835 and provides feedback on how well a test meets each criterion identified there.

Pay Assessment Fee

After completing the pre-assessment questionnaire and making the determination that the test is ready to be formally submitted to ICAO for assessment, Test Service Providers (TSP) may request an invoice to pay the assessment fee. As this fee is non-refundable, TSPs should carefully complete the pre-assessment questionnaire and make any adjustments before requesting an invoice.

Submit Test Documentation

During this step, Test Service Providers (TSPs) submit detailed test documentation that ICAO will use to assess their test. TSPs must provide complete and up-to-date test documentation, with clear evidence of having followed proven principles and practices to design a language test focused on the ICAO LPRs. General brochures or company information typically do not provide this evidence, therefore TSPs should include complete technical documents, such as a table of specifications, in their submission.

Obtain ICAO Certificate

Tests that are found to meet all stated criteria of ICAO Doc 9835 will be identified as acceptable to ICAO. In such cases, ICAO will identify the test on this website and issue a certificate to the TSP confirming ICAO assessed the test and that it conforms with established criteria.
