ICAO References

ICAO seeks to improve aviation safety by identifying tests of aviation English that are designed specifically to confirm how well aviation professionals can communicate in plain English during flight operations. To become recognized by ICAO, tests must demonstrate meeting two sets of requirements. They must first follow the principles and practices of good language testing and then also reflect ICAO's Language Proficiency Requirements.

The guidance material describing ICAO's LPR is Doc 9835, "Manual on the Implementation of ICAO Language Proficiency Requirements, Second Edition, 2010", Chapter 6 and Appendix C in particular.  

Additionally, in order to assist Test Service Providers regarding the issue of validity and the necessary evidence that is required for submission as part of the test assessment process, the document "A Guide to Submitting Validity Evidence" has been developed.  

Test Service Providers wishing to obtain recognition by ICAO of their aviation English language test must demonstrate understanding of the ICAO LPR and their application in testing tools and practices.
